[INDOT] Public Hearing regarding a proposed bridge rehabilitation project on SR 49 over the Kankakee River in Jasper County HAS BEEN POSTPONED AND WILL BE RESCHEDULED

Entry Description

The Indiana Department of Transportation will POSTPONE a public hearing originally scheduled for Wednesday, February 27, 2013, at 5:30pm in the Wheatfield Public Library, 350 South Bierma Street, Wheatfield, Indiana 46392.  THE PUBLIC HEARING WILL BE RESCHEDULED.  The purpose of the public hearing was to offer all interested persons an opportunity to comment on the environmental document, Section 106 document, and preliminary design plans for the proposed SR 49 bridge rehabilitation project over the Kankakee River, 4.59 miles south of SR 8, located in Jasper County.  

 The project proposes to remove the existing deck from the truss span and construct a new concrete deck, strengthen the existing truss and repair deteriorated concrete at the pier supporting the north end of the truss.  The project also proposes to repair the concrete deck on the steel beam approach spans with a concrete overlay.   Finally, the project proposes to remove the retro-fit railing components from the original steel bridge rail and install a standard INDOT bridge rail, consisting of a 2 ft. tall concrete wall and a steel tube rail, on the bridge deck.  The original steel bridge rail will remain on the bridge.  The project extends from the south end of the bridge to the north end of the bridge, including the concrete bridge approaches.  The total project length would be approximately 367 ft.  The rehabilitated structure will have a 16 ton weight limit.  The clear roadway width on the bridge will be 28 ft., consisting of two 12 ft. lanes with 2 ft. shoulders.  Construction of the project will not require permanent or temporary right-of-way.  The bridge will be closed to traffic during construction and will use the official state detour over State-maintained routes, using portions of SR 8 east to US 421, then south to SR 10, and west to SR 49.

Bridge No. 049-37-01938B/NBI No. 17940 is eligible for listing in the National Register of Historic Places (National Register).  As part of the Indiana Historic Bridge Inventory project, the bridge was determined to be “Select.”  Section 106 of the National Historic Preservation Act (NHPA) requires Federal agencies to take into account the effects of their undertaking on historic properties.  The proposed project does not involve any properties eligible for the National Register aside from the subject bridge.  The project will result in a “No Adverse Effect” under Section 106.  The Indiana Department of Transportation (INDOT) will be issuing a “No Adverse Effect” finding for the project.  In accordance with the NHPA, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4).  Pursuant to 36 CFR 800.6(a)(4), the documentation of “No Adverse Effect” specified in 36 CFR 800.11(e) is available for inspection along with the environmental document and preliminary design plans on the project are available for viewing in the following offices:

The public hearing serves as the opportunity for the public to comment on both the Categorical Exclusion (CE) environmental document and the 800.11(e) documentation for Section 106.  All comments collected before, during, and two weeks after the hearing date will be taken into consideration and address in the final environmental document

The tentative timetable for construction will be discussed during the formal presentation.  Public statements for the record will be taken after the presentation.  Individuals interested in participating in the public statement session may sign the speaker’s schedule prior to the presentation.  The preliminary plans will be available for anyone interested in talking to the engineers about the project before and after the formal presentation.  Conversations will not be part of the official record.


If bad weather prevails, please call (317) 232-6601 to find out whether the public hearing will be held or rescheduled.  Should the meeting be postponed, it will be rescheduled on Thursday, March 7, 2013 at the same location and time listed above should hazardous winter weather conditions arise.
