[INDOT] Public Hearing regarding a proposed pavement replacement on S.R. 26 at S.R. 27 through the City of Portland, Jay County

Entry Description
The Indiana Department of Transportation (INDOT) will hold a public hearing on Thursday, December 13, 2012 at 6:00 p.m. in the East Jay Middle School cafeteria, 225 East Water Street in Portland. 

The purpose of the public hearing is to offer all interested persons an opportunity to comment on current design plans for the proposed State Road (SR) 26, locally known as East Water Street, pavement replacement project from U.S. 27 (Meridian Street) to 0.8 mile east of U.S. 27, through the City of Portland located in Jay County.  The total length of the project is approximately 0.6 mile.  This project does not include the bridge over the Salamonie River.  The proposed improvements to this project include full-depth pavement replacement with new curb and gutter, sidewalks, drive approaches, replacing the outdated and undersized storm sewer, and improving intersection turning movement.  There will be incidental construction on both ends of the proejct along with a slight curve correction in the area of the Garfield Street intersection.  The proposed storm sewer system will contain road inlets and manholes with dual trunklines under each travel lane of S.R. 26, and will empty into the Salamonie River at the south end of Garfield Street.

Construction of the proposed project will require approximately 0.6 acre of new permanent right-of-way, with no residential or commercial property displacements involved with this proposal.  Local access to all residences, schools and businesses along S.R. 26 will be maintained at all times during the construction phase utilizing side streets, temporary entrances or by other means.  S.R. 26 will be closed to through traffic during construction utilizing an official state detour over maintained routes using portions of U.S. 27, S.R. 67, and Ohio S.R. 49.  Project details will be explained during the formal presentation at the public hearing.
