Vectren dense pack cost recovery case: Consumer comments invited
IURC public field hearing scheduled for November 28 in Evansville
OUCC inviting written consumer comments through December 9

Vectren Energy Delivery electric customers are invited to comment on the utility’s proposal to implement new technology at its A. B. Brown Generating Station and recover the costs through electric rates.

The Indiana Office of Utility Consumer Counselor (OUCC) – the state agency representing consumer interests in all cases before the Indiana Utility Regulatory Commission (IURC) – is accepting written consumer comments for the case record through Friday, December 9, 2011.

The OUCC also encourages Vectren customers to attend the IURC public field hearing in this case, set for Monday, November 28 in the Locust Rooms at The Centre (715 Locust St.) in Evansville.

The field hearing’s public comment portion will begin at 6:00 p.m. local time.

  • Sworn oral and written comments regarding the case will be accepted during the field hearing.

  • Oral and written consumer comments carry equal weight, and will become part of the official evidentiary record considered by the IURC in reaching its final decision.

  • Commissioners are not permitted to answer consumer questions during the formal field hearing. (However, OUCC and IURC staff will be available before, during and after the hearing.)

An OUCC informational session on the regulatory process and public field hearing procedures will precede the field hearing, starting at 5:30 p.m. local time.

According to its testimony, Vectren intends to install dense pack technology on Units 1 & 2 at the A. B. Brown plant to improve the units’ operational efficiency and reduce the amount of coal used. The utility is proposing a flat, monthly charge of $1.08 per residential electric customer to pay for the estimated $32 million project. This charge would be in addition to the utility’s current base rates but may be offset in the future through ongoing fuel cost recovery proceedings.

Vectren provides electric service to approximately 140,000 residential, commercial and industrial customers in 6 southwestern Indiana counties. Natural gas rates and charges are not at issue in this case.

The OUCC is reviewing Vectren’s request and has until December 15, 2011 to complete its review and file written testimony for the IURC’s consideration.

Vectren electric customers who are unable to attend the field hearing are encouraged to submit written comments to the OUCC. The OUCC accepts comments through its website at www.in.gov/oucc/2361.htm, and by mail, fax and email:

All written comments should include the consumer’s name, mailing address, and a reference to IURC Cause No. 44067. Comments the OUCC receives by December 9 will be filed with the IURC to be included in the case’s formal evidentiary record.
