Entry Description

INDIANAPOLIS (October 17, 2013) – Clarksville resident David J. Coons, 35, pled guilty Monday, October 7, in Clark County Circuit Court in Jeffersonville to unemployment insurance fraud, a Class C Felony. Coons purposefully defrauded the system by collecting unemployment insurance benefits while working full-time.

The investigation began when the Department of Workforce Development (DWD) received notice from Coons’ employer indicating he was working full-time while collecting benefits. Using agency records and the information from Coons’ employer, DWD investigated and was able to verify he was, in fact working full-time while collecting benefits.

Each month, DWD sends employers a notice documenting their charges for former employees’ unemployment insurance benefits. This provides the employer an opportunity to dispute the claim for unemployment insurance benefits.

“Mr. Coons’ case is a great example of how we rely on businesses to help us protect Hoosier tax dollars and punish those who take advantage of the system,” said Scott B. Sanders, Commissioner of the Department of Workforce Development. “We definitely appreciate their diligence in helping protect the integrity of the system.”

Coons was sentenced to three and one-half years on probation, but will serve the time in prison if he violates the terms of his probation. He was also ordered to repay DWD $10,235 for the benefits he fraudulently collected.

You can also help combat unemployment insurance fraud and abuse by reporting it online at Your efforts will help ensure tax dollars are spent wisely and unemployment insurance benefits are only paid to people who are eligible to receive them. You do not need to provide your name or any other identifying information when filling out the report.
