[ISP] Impaired Driver Strikes Work Crew in Vigo County

Entry Description

Vigo County—This morning at 8:46, Indiana State Police troopers and Terre Haute City emergency agencies responded to a two-vehicle crash in the eastbound lanes of Interstate 70 near the seven mile marker. The crash injured one highway worker and caused the arrest of one driver.

Preliminary investigation revealed a red, 2005, Toyota, pickup, was eastbound on I-70, struck two orange construction barrels placed near the center of the roadway, and entered the “closed for construction” passing lane. The Toyota continued in the closed lane for nearly 1,548 feet before striking a parked, gray, 1999 Ford pickup in the rear. The parked gray Ford was occupied by two Wabash Valley Asphalt employees working in the passing lane. The impact forced both vehicles into the median approximately 68 feet from the initial collision point. The right (driving lane) was the only lane open for normal traffic. INDOT and the construction companies had numerous signage and electronic arrow boards in place to warn motorists of the closed lane.

The driver of the red Toyota was Stephen C. Harrold, age 63, of West Terre Haute, IN. Harrold was not injured, but a preliminarily test for alcohol revealed Harrold to be .54% (and .54% is correct). To be legally intoxicated in Indiana requires a driver to test .08% or higher. Stephen Harrold was medically cleared from a local hospital and incarcerated in the Vigo County Jail on (2) counts of Injury to a Highway Worker, both D felonies, (1) count of Driving While Intoxicated (above .15%), A misdemeanor, and (1) count of Driving While Intoxicated, C misdemeanor.

The parked gray Ford pickup owned by Wabash Valley Asphalt was driven by John M. Gabbard, age 30, of Terre Haute, IN. Gabbard complained of minor pain and sought medical treatment on his own. The passenger was Michael K. Crossley, age 34, of Clinton, IN. Crossley was transported by other employees to Terre Haute Regional Hospital for complaint of rib and internal pain. He was treated and released.

The crash was investigated by ISP Sergeant Joe Watts. Assisting were ISP Troopers Brian Thomas, Mike Wood, Ritch Reynolds, and Jason Schoffstall, along with the Terre Haute Police and Fire Departments.

Under the Law, criminal charges are merely accusations and the defendant is presumed innocent unless and until proven guilty.
