[OUCC] Twin Lakes water & sewer rate request: Consumer comments invited

The Indiana Office of Utility Consumer Counselor (OUCC) is inviting written comments from customers of Twin Lakes Utilities, Inc. (TLUI), on the company’s request for water and sewer rate increases.

The OUCC – the state agency representing consumer interests in cases before the Indiana Utility Regulatory Commission (IURC) – is reviewing the utility’s request and has not yet taken a position in this case. The OUCC is expected to complete its review and file testimony with the Commission on December 19, 2013.

TLUI – a wholly owned subsidiary of Northbrook, Ill.-based Utilities, Inc. – provides service to about 3,100 customers in Lake and Porter counties, primarily in Lakes of the Four Seasons. Its current rates were approved in February 2012.

According to its testimony and exhibits, TLUI is seeking the rate increases to pay for infrastructure improvements including the installation of new automated meters, a new 500,000 gallon water storage tank, a new well, and other projects. The company’s request would raise the monthly water rate for a residential customer using 5,000 gallons from $28.38 to $34.08. The flat, monthly residential sewer bill would rise from $45.14 to $50.80.

Written comments the OUCC receives by December 11, 2013 will be filed with the Commission and included in the case’s formal evidentiary record. Comments should include the consumer’s name, mailing address, and a reference to “IURC Cause No. 44388.”

The Lakes of the Four Seasons Property Owners’ Association has intervened in this case and is also scheduled to file testimony on December 19, 2013.

An IURC technical evidentiary hearing is scheduled for February 4, 2014 in Indianapolis. While evidentiary hearings are open to the public, participation is typically limited to attorney cross-examination and Commission questioning of technical witnesses who have filed financial or engineering testimony on behalf of the case’s formal parties.
