Indianapolis Selected as COSCDA 2015 Site

OCRA’s Kathleen Weissenberger Elected National Secretary

Indianapolis – The Council of State Community Development Agencies (COSCDA), the premier national association advocating and enhancing the leadership role of states in community development, has selected Indianapolis as the host city for the 2015 annual conference. 

“I am pleased that COSCDA chose Indianapolis as the site for its 2015 annual conference,” said Lt. Governor Sue Ellspermann. “Indiana is proud to showcase the hard work of Hoosier communities and we look forward to serving as an example to the rest of the country for our community development successes.”

Indiana also received two national awards from COSCDA. The President’s Award for Innovation in 2012 for OCRA’s Stellar Communities program and the Indiana Housing and Community Development Authority also received the President’s Award for Innovation in 2013, which recognized their “Communities for a Lifetime” program. 

The President’s Award for Innovation is the highest COSCDA award and recognizes innovative activities, policies or programs that have been implemented at the state level and demonstrated success in solving community needs. The winner of this award will make a presentation at the Annual Training Conference.

This year the COSCDA conference gathered over 75 state leaders representing 32 states from across the country to share ideas regarding community development projects and successes at their annual conference. 

At this year’s COSCDA conference, Kathleen Weissenberger, director of grant services for the Office of Community and Rural Affairs (OCRA), was elected Secretary of the national COSCDA board.

“Under Kathleen’s leadership, Indiana’s Community Development Block Grant program will continue to be viewed as a model for other states to follow,” said Lt. Governor Ellspermann. “With her years of experience in the community development field, as well as 3 years as a COSCDA board member, she will be a great asset in her new role as Secretary.”

Kathleen Weissenberger has been the director of OCRA grant services since 2006 and leads a team of program managers whose chief responsibility is the administration of the federal CDBG program.


The Indiana Office of Community and Rural Affairs (OCRA) was created by legislation in 2005, making rural Indiana a major focus for the first time. OCRA’s mission is to promote community prosperity to strengthen Indiana’s economy by providing capacity-building solutions to assure ready, marketable, and competitive communities for economic growth.
