ADVISORY: LEGISLATIVE PANEL TO DISCUSS SELF-CERTIFICATION REGISTRATION AUGUST 5  

In April, Governor Pence signed Senate Enrolled Act 421 into law requiring the Indiana Professional Licensing Agency study the concept of a self-certification registration and issue a report to the Legislative Council before October 1, 2014. A bipartisan group of House and Senate members and representatives from IPLA, the governor’s office and the attorney general’s office are serving on the panel to discuss this alternative to traditional licensure.

WHO: Sens. Pat Miller (R-Indianapolis) and Greg Taylor (D-Indianapolis), Reps. Christina Hale (D-Indianapolis) and Jud McMillin (R-Brookville), Nicholas Rhoad (Co-Chair), Executive Director of IPLA, Adam H. Berry (Co-Chair), Regulatory Policy Director & Special Counsel to Governor Mike Pence and Deputy Attorney General David Miller.
WHAT: Legislative panel discussing a self-certification registration
WHEN: August 5 at 9 a.m. 
WHERE: Room 431 of the Statehouse

SEA 421 requires the IPLA’s report to include the following:
  1. Occupations (or other license types) to include in the registry; 
  2. Whether to provide title protection to individuals who register; 
  3. Enforcement provisions that would be used; 
  4. A description of auditing and maintenance of the registry; 
  5. The cost of establishing and maintaining the registry; and 
  6. The cost of an individual applying for and renewing inclusion in the registry. 
Industry stakeholders, subject matter experts and the general public will provide testimony to the panel, which will be live-streamed via the Legislative Services Agency’s website and memorialized by a court reporter.
