The work of interim study committees

During session I serve as a member of three standing House committees: Environmental Affairs, Public Health and Agriculture and Rural Development. I, along with other members of the General Assembly, serve on these committees as part of our duties as state representatives. The purpose is to evaluate the bills that have been assigned so that we can decide which legislation can best serve our constituents and the state as a whole. 

After each legislative session adjourns, members of the General Assembly continue their work throughout the summer months by serving on interim study committees. Members of each committee are tasked with discussing, debating and conducting in-depth review on certain topics assigned to them by the Legislative Council. I am honored to be able to continue my role as chairman for the Interim Study Committee of Agriculture and Rural Development. 

Interim study committees are essential to the legislative process, as the topics studied create the foundation for legislation to be authored in the following year. Study committees also allow legislators to take a closer look at topics discussed in the previous session that needed further review.

My appointment to the Interim Study Committee on Agriculture and Natural Resources has allowed me to use my professional agriculture experience to benefit Indiana. One of the topics assigned to this committee by the Legislative Council was to research a statewide policy for recreational trails that would include how the distribution of funds for these trails would be handled. 

The recreational trails that we will be discussing are those that have been created from abandoned railroads and therefore go unused. The information gathered at these meetings will allow Indiana to take advantage of the unused space that the railroads are currently occupying so that recreational trails can be utilized by Hoosiers.

Another topic that will be on the table for discussion is the regulation of shooting preserves and cervidae farming. Researching this topic will include looking into the regulation of other states, learning about chronic wasting disease (CWD) and other diseases that may affect animals of Indiana involved with shooting preserves.

Before writing any new pieces of legislation, it is important to conduct adequate research so that informed conversations take place. By looking into legislation in other states across the country, we can analyze which practices would be most effective and best for all Hoosiers. 

Our hope as lawmakers is that these committees can help build stronger legislation that better serves our state. Taking the time to study a variety of topics during the interim gives each member of the General Assembly an opportunity to more thoroughly understand a variety of issues so that well-thought out decisions can take place.
