[INDOT] Public hearing regarding a proposed US 421 Bridge Rehabilitation project over Kilmore Creek in Clinton County

Entry Description

The Indiana Department of Transportation will hold a public hearing on Thursday, July 17, 2014, 5:30 p.m. at the Frankfort Community Public Library, Room 212, 208 West Clinton Street, Frankfort, Indiana 46041.

The purpose of the public hearing is to offer all interested persons an opportunity to comment on the environmental document, Section 106 document, and preliminary design plans for the proposed US 421 bridge rehabilitation over Kilmore Creek, approximately 0.3 mile south of the SR 38 north junction, located in Clinton County, Indiana. The project proposes to rehabilitate the structure, including in-kind replacement of any damaged or deteriorated structural components, removal and replacement of the concrete deck, cleaning and repainting the entire structure, and installation of new railing.  

Bridge No. (421) 39-12-01793B is eligible for listing in the National Register of Historic Places (National Register).  Per the terms of the “Programmatic Agreement Regarding Management and Preservation of Indiana’s Historic Bridges” (Historic Bridges PA), the Federal Highway Administration—Indiana Division (FHWA) will satisfy its Section 106 responsibilities involving “Select” and “Non-Select” bridges through the Project Development Process (PDP) of the Historic Bridges PA (Stipulation III).  Bridge No. (421) 39-12-01793B has been classified as a “Select” bridge by the INDOT Historic Bridge Inventory and, thus the procedures outlined in Stipulation III.A. Of the Historic Bridges PA will be followed to fulfill FHWA’s Section 106 responsibilities for the bridge. Additionally, because rehabilitation of the bridge is the preferred alternative, the standard treatment approach, described in Attachment B of the Historic Bridges PA (Standard Treatment Approach for Historic Bridges) will be followed. 

To satisfy FHWA’s Section 106 responsibilities for other historic resources that may be in the Area of Potential Effects (APE), FHWA will comply with the requirements of 36 CFR Parts 800.3-800.6.  Regarding other resources in the APE, the INDOT, on behalf of the FHWA,  has determined a "no historic properties affected" finding is appropriate because no other properties listed in or eligible for listing in the National Register are present within the APE. 

The public hearing serves as the opportunity for the public to comment on both the Categorical Exclusion (CE) environmental document and the 800.11(e) documentation for Section 106.  All comments collected before, during and two weeks after the hearing date will be taken into consideration.  The preliminary plans will be available for anyone interested in talking to the engineer about the project before and after the formal presentation.  Individuals are invited to sign the speaker’s schedule to make public statements for the record after the presentation.
