SBOE Assessment Subcommittee Receives Inputs for 2015-16 Student Testing

(Indianapolis)  The State Board of Education’s (SBOE) Assessments Committee today heard from six educational companies invited to inform the state’s process for developing new student assessment tools for the 2015-16 school year.  The Committee began its work earlier in April, following up on the Indiana Department of Education’s (DOE) recommendations for potential assessment options last fall.  

Today’s process is parallel to the ongoing work of the Committee to consider recommendations for testing options for the 2014-2015 school year, a component of the DOE’s response to deficiencies cited by the federal government regarding the No Child Left Behind (NCLB) waiver, which is due June 30. 

“You’re going to hear lots of information presented today to make your head spin,” warned Michele Walker, Director of Assessments for the Department of Education (DOE).  “But it’s important for us to identify what Indiana wants for the future in terms of assessment tools.” 

Today’s presenters were invited from fifteen respondents to the Board’s issuance of a Request for Information on May 9.  Companies which took to the floor included Amplify, College Board, CTB, DRC, Pearson and Questar.  Each submitted a timely response that addressed either a specific assessment niche, such as early childhood or high school preparedness for college and careers, or a full-service array of formative, diagnostic and summative assessments.  Amplify, College Board, CTB and Questar currently provide services to the State of Indiana under contract with the DOE.

Robert Guffin, Executive Director of the SBOE, said the presentations focused on methods and timelines in providing feedback to parents, teachers and schools; technology options;  and assessment philosophies.  Vendors suggested involving educators in the development of several phases of the test, including development of questions and cut scores as well as test design.

Each company delivered a 30 minute presentation, followed by 20 minutes of a question/answer session with the Committee members.  SBOE committee members in attendance were Troy Albert, Dr. Brad Oliver, Superintendent Glenda Ritz, and Cari Whicker. 

Input from the presentations will provide information for the formation of a Request for Proposal to be publicly issued later this summer for the design of the 2015-16 assessments.
