[R24] Legislation targeting workforce development signed into law

STATEHOUSE – Legislation authored by State Representative Steve Braun (R-Zionsville) regarding workforce development was signed into law today by Governor Pence. 

“Having dedicated a great deal of time to this bill during the 2014 legislative session, I am pleased to see it signed into law,” said Rep. Braun. “I believe this is an important and necessary step towards fostering a highly educated workforce and ensuring future Hoosier economic success.”

House Enrolled Act (HEA) 1003 aims to address the skills gap in Indiana and improve the quality of the state’s workforce in three specific steps. First, it allows the Indiana Economic Development Corporation (IEDC) to utilize the Training 2000 Fund to award grants to schools that choose to develop and implement partnerships with businesses. These partnerships would include internships and apprenticeships that will provide students real-world experience in their field of study. 

Second, this legislation allows the Indiana Economic Development Corporation (IEDC) to award an Economic Development for a Growing Economy (EDGE) tax credit to businesses that hire students who have gone through this cooperative program between the business and the college/university. 

Finally, HEA 1003 repurposes the current Indiana Workforce Intelligence System (IWIS) to the Indiana Network of Knowledge (INK) in order to support identifying both current and future job market skill needs.

“In order for Indiana to make the best decisions for our education and workforce systems, we must have easy access to relevant, accurate and high-quality data,” said Rep. Braun. “Creating this robust system will allow policy-makers to make informed decisions which will provide both immediate and long-term solutions to resolve our state’s skill gaps. Not only do we need to get unemployed Hoosiers back to work, but we need to be certain that our students are trained with the proper skills to ensure this does not continue to be a problem for years to come.”

HEA 1003 will go into effect on July 1, 2014.
