Black Caucus joins Rogers’ call for veto of House Bill 1585

INDIANAPOLIS—On Monday, members of the Indiana Black Legislative Caucus met to voice their concern over multiple proposals making their way to the governor’s desk.  State Senator Lonnie Randolph (D-East Chicago), president of the IBLC, has asked the governor postpone action on those measures, including House Bill (HB) 1585.

State Senator Earline Rogers (D-Gary) outlined her concerns over the measure asking for pause on the issue and reiterating her hope that the governor veto the bill. Sen. Rogers explained that the proposal sets an unchartered course for the way in which Indiana’s Distressed Unit Appeals Board interacts with local bodies and said she fears this measure would turn the board into a policing body rather than a unit of support.

“This begins down a dangerous road, based on an adversarial relationship, not just for Calumet Township, but potentially for other townships across the state,” said Sen. Rogers. “And does Indiana really want to set a precedent where townships are allowed to secede over poor relief, leaving municipalities without the help they need from their neighbors?”

HB 1585 sets guidelines for municipalities seeking to secede from the township in which they reside. The proposal specifically targets Calumet Township, giving locals one year to reduce the level of poor relief garnered from the township assistance tax rate before the Distressed Unit Appeals Board would be called to impose upon the township an emergency manager.  Eventually, if the township assistance tax rate was not under 12 times the state’s average, a town could hold a referendum on whether or not to leave the township and join another.

“This session we’ve only fanned the flames on an already smoldering fire concerning this issue,” continued Sen. Rogers. “I believe there are a number of other solutions we can choose to keep within Indiana’s respect for local governments and it is my hope that we don’t close the chapter on this issue before finding a reasonable solution for all.”

Sen. Rogers represents Indiana Senate District 3 which encompasses portions of Lake County. District 3 communities include Gary, Lake Station, New Chicago, Hobart, Ainsworth, Merrillville and Crown Point.
