Rep. Frizzell: Establishing the Midwifery Board
STATEHOUSE – House Bill (HB) 1135 authored by State Representative Don Lehe (R-Brookston) and co-authored by Rep. David Frizzell (R-Indianapolis) passed through the House Monday with a 63 to 32 vote.
HB 1135 establishes a midwifery board and sets qualifications for a Certified Direct Entry Midwife (CDEM). The board will establish continuing education requirements, develop peer review procedures and adopt rules concerning the competent practice of CDEMs. The midwifery board will be composed of three doctors, a CNM, four Certified Professional Midwives (CPMs) and a member of the public.
“The goal of HB 1135 is to set standards ensuring the safety of both mother and child in the event of a homebirth with a midwife,” said Rep. Frizzell.
In Indiana, practice of midwifery is currently limited to Certified Nurse Midwives (CNM). Midwifery practiced by someone who is not a CNM carries the penalty of a Class D felony. Annually in Indiana there are 1,000-1,500 births assisted by midwives who are not CNMs.
“We want to encourage the collaboration of doctors and midwives in order to provide the best healthcare and birth options for the mother and child,” said Rep. Lehe. “Women are not being forced to give birth in a hospital; we just want to ensure that they receive the best possible care wherever they choose to go.”
