KRUSE REPORT: Improving Opportunities for Workforce Success

Indiana has made access to postsecondary education a key goal for our state, because we need more college graduates to be economically competitive. I want every student who wishes to attend college to be able to do so, but the reality is that college isn’t always in everyone’s plans.

While it’s good to focus on preparing high school students for postsecondary education, we can’t forget the students who will be entering the workforce after getting their high school diploma. That’s why I’m authoring Senate Bill 465, which would expand opportunities for those students who do not wish to attend college but still want to work in a high-paying profession.

SB 465 would establish Indiana Works Councils for designated geographic regions throughout Indiana. Appointed by the governor, council members would help oversee career, technical and vocational education opportunities available to high school students in the area.

If a Works Council determines the vocational education opportunities for students in its region are inadequate, the bill provides that members may develop an alternative curriculum that is sent to the State Board of Education for approval. Works Councils would be specifically tasked with helping students graduate from high school already possessing an industry certification or college credits.

Through Works Councils, parents and community leaders would be better aware of vocational or technical programs that would help students hoping to go straight to the workforce after high school. These programs then can give students more opportunities to earn industry certification, take classes toward an associate’s degree or establish a career pathway to a high wage, high-demand job. SB 465 benefits both schools and employers by training students to be ready for the workforce and providing employers with skilled workers.

Presenting training opportunities to those who are entering the workforce after high school is essential to creating skilled, competitive workers. SB 465 helps create these opportunities, which will help build Indiana’s economy. What do you think?

SB 465 has recently passed out of the Senate by a vote of 49-0. The bill now moves to the House of Reps. for further consideration.
