House Bill 1004 proposes Pre-Kindergarten Voucher Pilot Program

STATEHOUSE — Rep. Bob Behning (R-Indianapolis) is pleased to announce that House Bill 1004, the creation of a high quality Pre-Kindergarten voucher pilot program, passed out of the House Education Committee Thursday with a vote of 10-2.  Rep. Behning is the lead author on the bill with Rep. Suzanne Crouch (R- Evansville) as the coauthor.

“This bill will give Hoosier children of poverty the opportunity to start their education off early and on the right foot,” said Rep. Behning. “An early start to a child’s education has the potential to positively affect their entire education career.”

House Bill 1004 contains the eligibility requirements of a high quality Pre-K pilot program including the facilities, eligible students, program administration, funding and an early learning advisory committee.  Currently 61 percent of children (ages 3-4) are not enrolled in preschool. This bill has the potential to provide impoverished Indiana children with an early start to their education.

Wednesday, Rep. Behning, along with Speaker Brian Bosma (R-Indianapolis), Rep. Crouch and other members of the Education Committee, visited St. Mary’s Child Center’s preschool program. The group discussed the merits of preschool education and the positive impact it can have on a child’s educational career.

“Early education programs are vital to a child’s future,” Rep. Behning. “This proposal is the right thing to do for our children, and I hope we continue the fight to give them the best opportunities.”
