[S36] Sen. Brent Waltz Promotes Financial Literacy in Indiana Schools

STATEHOUSE (Jan. 30, 2013) — State Sen. Brent Waltz (R-Greenwood), joined by Senate Committee on Education and Career Development Chairman State Sen. Dennis Kruse (R-Auburn) and State Rep. David Frizzell (R-Indianapolis), presented legislation today at the Statehouse aimed at creating the country’s most comprehensive school financial literacy program.

Senate Bill 418 will be considered today at 1:30 p.m. by the Senate Committee on Education and Career Development. The bill would require financial literacy coursework in Indiana classrooms for students in grades six through 12. It also would establish a task force designed to develop financial literacy guidelines and create model curricula for teachers to use in their classes.

“This bill positions Indiana to become a national leader in teaching students how to make wise decisions with their money,” Waltz said. “If our students can start their lives with a sound financial background, then we’ll have achieved a major victory.”

Under Waltz’s legislation, schools would receive assistance in implementing these programs from the Financial Literacy Grant Fund. The fund would receive dollars from General Assembly appropriations, as well as gifts, donations and grants from private entities.

Waltz, an investment banker, said he worked with the banking community and the Indiana State Teachers Association to determine what skills they thought Hoosiers students were lacking.

“Financial literacy programs provide our students with the knowledge of how to identify, understand and evaluate important information leading to sound financial decision making,” Waltz said. “If we want to promote a higher quality of life for the next generation, students must possess the skills necessary to wisely spend and invest the money they earn. I welcome today’s expected testimony from the St. Louis Federal Reserve, Indiana State Teachers Association and others on the importance of financial literacy to Indiana and our children.”

Kruse said he expects this proposal to generate much discussion.

“SB 418 provides an interesting plan to teach our students to be responsible with their money and better prepare them for life after high school,” Kruse said. “I look forward to hearing the testimony at today’s committee meeting.”
