Senator authored, sponsored DCS oversight and IEDC transparency measures

INDIANAPOLIS—In an effort to improve oversight of state agencies, a new law co-authored by State Senator Mark Stoops (D-Bloomington) approved during this past legislative session became effective July 1, 2013. Senate Enrolled Act (SEA) 162 requires additional oversight of the Indiana Economic Development Corporation (IEDC) and those corporations receiving state incentives. The act requires corporations receiving incentives to submit a progress report to the IEDC that includes the projected number of employees hired versus the amount of jobs actually created, as well as the expected amount of financial investment. In addition, the act provides that incentive funds will be revoked if the company does not meet the conditions specified in the incentive contract.

Sen. Stoops co-authored SEA 125, an act that creates the Commission on Improving the Status of Children in Indiana and the Child Services Oversight Committee to study issues concerning vulnerable youth and reviewing data from the Department of Child Services (DCS) to determine the department’s performance. The new law also allows each county to employ local child fatality review teams to investigate, report and relay data on any child deaths in the state.

Sen. Stoops also co-authored SEA 532, an act that expands higher education loan options for Hoosier students. The act allows the Indiana Secondary Market (ISM) to make postsecondary education loans directly available to students attending both Indiana and non-Indiana universities. In addition, SEA 532 makes changes to ISM committee meetings, such as repealing a provision requiring telephone conferences and removing the Secondary Market Sale Fund.

Another new law that Sen. Stoops guided through the legislative process was House Enrolled Act (HEA) 1135, an act that permits professional midwives to be certified in Indiana. The act establishes the qualifications and licensure procedures for certified direct entry midwives, as well as a midwifery board to create education requirements, develop peer review processes and adopt liability insurance rules. In addition, local health officials will be required to make a permanent record of individuals in attendance at a birth. HEA 1135 requires practicing midwives to have earned at least an associate’s degree and be supervised by a physician for at least 20 child births.
