[INDOT] Public Hearing regarding proposed U.S. 50 Bridge Replacement Project over Tanners Creek in Lawrenceburg, Dearborn County.

Entry Description
The Indiana Department of Transportation will hold a public hearing on Tuesday, June 25, 2013, at 5:30pm at the Lawrenceburg Fire Department, 300 West Tate Street, Lawrenceburg, Indiana 47025.
The purpose of the public hearing is to offer all interested persons an opportunity to comment on current design plans for the proposed US 50 bridge replacement over Tanners Creek and service road; and the milling and resurfacing of US 50 from the east approach of the bridge to approximately 12 feet west of the Central Railroad Company of Indiana railroad crossing, all located in the City of Lawrenceburg, Dearborn County. The total project length is about 0.15 mile.
The US 50 Bridge over Tanners Creek (Bridge #050-15-00210A; NBI# 18790), a five span continuous riveted plate girder bridge that was built in 1936, is eligible for the National Register of Historic Places (National Register) under Criterion A for its location on a significant route and because it represents the Indiana State Highway Commission’s early development of the US Highway system. As part of the Indiana Historic Bridge Inventory project, the bridge was determined to be Non-Select. The bridge has been marketed for re-use for over six months and information about the bridge can be found on the following INDOT Historic Bridge Marketing website: http://www.in.gov/indot/2919.htm. This public hearing will be the last opportunity for a responsible party to express interest and provide the necessary sureties to obtain ownership of the bridge for re-use.
Also, the Federal Highway Administration (FHWA) has issued an “Adverse Effect” finding for the project because it would adversely impact the US 50 Bridge through its replacement. Other historic properties in the project’s Area of Potential Effects (APE) are the Joseph E. Seagrams & Sons Distillery Complex and the Newtown Historic District. The Seagrams Complex is recommended National Register eligible under Criterion A for its association with whiskey production in Lawrenceburg, which is one of the city’s oldest and most important industries. The Newtown Historic District is recommended eligible for the National Register under Criteria A and C for its reflection of the community’s development from its platting in 1809 to the 20th century and for its outstanding collection of residences and commercial properties. FHWA has determined that the project will have no adverse effect on the Seagrams Complex or the Newtown Historic District. In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Pursuant to 36 CFR 800.6(a) (4), the documentation specified in 36 CFR 800. 11 (e) is available for inspection along with preliminary design plans for the project at the locations listed below. This documentation serves as the basis for the FHWA’s “Adverse Effect” finding.

The proposed project involves rehabilitating and widening the existing five span structure. The existing structures deck and beams will be removed and replaced with pre-stressed concrete Bulb-T’s. The existing piers and abutments will be widened and repaired to accommodate the new superstructure. The project will widen the roadway to provide four 12-foot travel lanes (to match the existing approach roadway), a 6-foot left shoulder located on the north side, and a 2-foot right shoulder with an approximately 13-foot sidewalk along the south side. Channel impacts to Tanners Creek are expected including the widening of the existing substructure and scour remediation. The channel work may include clearing of vegetation along the banks and within the channel, re-grading of side slopes, and placement of rip-rap.
In addition to the bridge rehabilitation, road work will take place on the east and west approaches. Along the west approach, US 50 will be resurfaced and widened beginning at the intersection of Doughty Road, terminating at the structure crossing Tanner’s Creek. Along the east approach, US 50 will be milled and resurfaced beginning at Shipping Street and terminating at the Tanners Creek Structure.
Construction of the project will require approximately 1.02 acres of permanent right-of-way. No displacement of residents or businesses will be involved with this project. Traffic is proposed to be maintained during construction using phased construction.
The tentative timetables for right of way acqui¬sition and construction will be discussed during the formal presentation. Public statements for the record will be taken after the presentation. Individuals interested in participating in the public statement session may sign the speaker’s schedule prior to the presentation.
All comments collected before, during and for a period of two (2) weeks after the hearing will be evaluated and addressed in the final design study report. The preliminary plans will be available for anyone interested in talking to the engineers about the project before and after the formal presentation. Conversations will not be part of the official record.
