Arnold legislation focuses on veteran businesses, transparency

INDIANAPOLIS—The Indiana General Assembly has begun to advance a number of proposals during the 2013 legislative session. State Senator Jim Arnold (D-LaPorte) has introduced a number of bills focusing on a range of issues, including price preferences for veteran businesses, government transparency and public safety.

 Price preferences for veteran businesses

Senate Bill (SB) 271 would create the opportunity for veteran-owned small businesses (VOSBs) to participate in providing purchases and services for state agencies. The bill would provide that state agencies must have a set goal of veteran-owned businesses contributing at least 3 percent of purchases for the total dollar amount consumed every fiscal year.

 Beginning in 2014, Indiana Department of Administration (IDA) would have to post on its website and present to the governor and the legislative council an annual report recognizing state agencies that did not meet past fiscal year goals. The report would also include the reason for missing the goal and what is being done to meet the current fiscal year goal.

In addition to SB 271, Sen. Arnold has introduced legislation on school employee background checks and public works contracts.

Expansion of criminal checks for school employees

SB 160 would require national criminal history checks when school corporations hire new employees. Current law mandates that school corporations have two options when seeking background checks for employees. Schools can either request records within Indiana or seek a national criminal history check. SB 160 would eliminate the first option as an acceptable type of record search, giving schools more comprehensive information when considering their potential employees.

Eliminating “pay to play”

SB 176 would eliminate the ability of individuals with state and local public works contracts from making political contributions to elected officials. Persons with contracts would need to register with the Indiana Department of Administration (IDOA), which would provide the information in a searchable database on the Indiana Transparency Portal’s website. This bill aims to increase public awareness and discourage “pay to play.”

Suspension of local officeholders

Sen. Arnold co-authored SB 226 which would suspend local elected officials if they are charged with particular felonies or misdemeanors. Two-thirds of the city or county council would have to determine that the offenses are suitable enough for removal and in the best interest of the officeholders’ governmental unit. If the charges are dropped or the officeholders are found not guilty, they would be reinstated with back pay.

Sen. Arnold represents District 8 in the Indiana State Senate which encompasses the majority of LaPorte County including the City of La Porte and the eastern part of Michigan City. It also includes western St. Joseph County and Davis, Oregon, Washington, Center and Jackson townships in Starke County.
