Topic of Aviation Takes Flight

Many of you may have heard the debate taking place in Fort Wayne over the removal of the A-10 jet fighter planes from the Air National Guard base. The topic of aviation has definitely taken flight in our district. With this topic in mind, I thought it would be a great time to tell you about a bill I authored this session.
 
This year I chose to work on legislation that pertains to the sales tax exemption for certain aircraft among other items as well. A few years ago, we enacted a fly-away exemption. This was done to promote the aviation business in our state and in hopes that more aviation businesses would locate throughout Indiana.

It created an exemption from state sales and use tax for the sale of aircraft when it is to be registered in another state or country. Unlike today, when the previous legislation was enacted there weren’t any jet aircraft completion centers in Indiana.

To help establish more of these centers in our state I authored House Bill 1325. This will allow completed aircraft to be exempt from sales tax if it is registered in another state or country. This creates a more competitive environment in Indiana and will allow current and perspective completion centers to offer high wages. Sales tax will be charged in the jurisdiction where the transaction occurs, just like we do with other merchandise. 

This legislation will allow us an excellent opportunity to bring new business to our state. It will create options that have never been available before. I have already started to realize the possibilities of completion centers throughout Indiana, specifically in airports that are large enough to handle this type of aircraft operation.

With one of the largest runways in Indiana, Fort Wayne would be a great contender for a completion center. The runway is even large enough to land the Space Shuttle. We are always looking for more business and industry options to operate out of our airport. We are not only competing statewide, but worldwide for these jobs. This legislation puts us in a great position to hopefully establish completions centers throughout our state and right here in Fort Wayne.

The bill passed the House and is now moving its way through the Senate. We recently heard testimony from Comlux, an industry leader in completion centers, who came to show support for the bill. Comlux opened a facility in Indianapolis and hopefully these types of economic development opportunities will continue to expand. 

With all the recent focus on aviation in our district, now was a great time to tell you about this legislation. We must continue to make our state appealing to those who want to do business here, regardless of what the industry is. By maintaining and creating a business friendly climate we will be able to further develop our state and help put more Hoosiers back to work.
